BPS Releases the 2025 Indonesian Standard Industrial Classification in Line with Current Economic Dynamics

Jakarta, 19 December — Statistics Indonesia (BPS) has officially released the 2025 Indonesian Standard Industrial Classification (KBLI 2025) as an update to KBLI 2020. This revision aims to ensure that the classification of economic activities in Indonesia remains relevant amid evolving global economic dynamics, particularly in relation to digital economic transformation and climate change mitigation. The KBLI 2025 is designed to capture new and emerging economic activities that were not previously covered under KBLI 2020.
KBLI serves as Indonesia’s national standard for classifying all economic activities, grouping diverse activities based on shared characteristics. It is widely used for economic analysis, identification of business activities, policy formulation, and the production of official economic statistics.
The Chief Statistician of BPS, Amalia Adininggar Widyasanti, stated that KBLI 2025 was developed in reference to the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5, as recommended by the United Nations Statistical Commission (UNSC) on 11 March 2024. ISIC Revision 5 has already been adopted by, among others, the European Union and Singapore.
“Through this release, we introduce KBLI 2025 which is aligned with ISIC Revision 5. This update is essential to ensure that Indonesia’s industrial classification remains relevant to economic developments, technological progress, and emerging business models, while maintaining international comparability,” Amalia said at a press conference in Jakarta on Friday (19 December).
Updates to KBLI are conducted every five years, in line with recommendations from the Committee of Experts on International Statistical Classifications (CEISC). This periodic revision ensures continued relevance and responsiveness to changing economic conditions, as well as alignment with other international classification systems, such as the Harmonized System, which is also updated on a five-year cycle. During the preparation of KBLI 2025, BPS received 1,164 proposals from 30 ministries and government agencies, reflecting strong cross-sectoral engagement in the revision process.
KBLI 2025 accommodates a wide range of new economic activities, including digital platform intermediation services, Factoryless Goods Producers (FGP)—which are no longer treated merely as trading activities—digital content and creative media activities such as podcasts, gaming, and streaming, as well as activities related to carbon trading, capture, and storage, renewable energy, and new classifications within the financial services sector.
Structurally, KBLI 2025 introduces one additional category, bringing the total to 22 categories (A–V), compared to 21 categories (A–U) in KBLI 2020. Overall, KBLI 2025 comprises 87 sections, 257 divisions, 519 groups, and 1,560 classes.
The use of KBLI is critical across multiple domains. KBLI 2025 will serve as the primary reference for a wide range of statistical activities, including operational implementation in the 2026 Economic Census, updates to the Statistical Business Register (SBR), and other official statistics produced by BPS.
In the financial sector, KBLI is used to classify economic sectors in Integrated Commercial Bank reporting and in Indonesia’s Sustainable Finance Taxonomy. In the industrial sector, KBLI is applied within the National Industrial Information System (SIINas) to facilitate the recording and monitoring of industrial development. For business licensing, KBLI serves as the reference classification within the Online Single Submission (OSS) system.
KBLI 2025 is formally stipulated under Regulation of the Statistics Indonesia Number 7 of 2025, which can be accessed and downloaded at s.bps.go.id/perbanKBLI2025.
