BPS: KBLI 2025 Facilitates the Classification of New Economic Activities

December 26, 2025 | Other Activities

Jakarta (26 December) – Statistics Indonesia (BPS) officially released the Indonesian Standard Industrial Classification (KBLI) 2025 as an update to KBLI 2020 on Friday (19 December). This update aims to ensure that the recording of economic activities in Indonesia remains relevant to global economic dynamics, particularly in relation to digital economic transformation and climate change mitigation. BPS emphasized that the update is not intended to restrict business activities.

The Chief Statistician, Amalia Adininggar Widyasanti, stated that KBLI serves as a statistical instrument for recording economic activities. “The updates to KBLI are conducted on a regular five-year cycle to ensure that the statistical instrument used to record and classify economic activities remains aligned with the latest economic developments. This update provides clarity for various emerging economic activities that were previously not well covered, rather than hindering business,” Amalia explained in a written statement issued in Jakarta on 26 December.

KBLI 2025 was developed in response to the emergence of new economic activities and business models, as well as the need to keep Indonesia’s economic statistics aligned with international standards. The refinement refers to the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5, as recommended by the United Nations Statistical Commission (UNSC) on 11 March 2024, thereby ensuring the global comparability of Indonesia’s economic data.

BPS further emphasized that the new KBLI will not create business uncertainty, as BPS will issue a concordance table between KBLI 2020 and KBLI 2025. Accordingly, changes in KBLI will not affect existing business licenses.

To support smooth implementation, KBLI 2025 includes a six-month transition period following the enactment of Regulation of the Head of Statistics Indonesia Number 7 of 2025.

“BPS will provide a correspondence table between KBLI 2020 and KBLI 2025, which will be submitted to the Ministry of Investment and Downstreaming/Indonesia Investment Coordinating Board (BKPM) as a basis for adjusting the Online Single Submission (OSS) system. This correspondence table can also serve as a reference for businesses and the public in mapping KBLI 2020 to KBLI 2025,” Amalia stated.

The development of KBLI 2025 involved a lengthy and inclusive process with broad stakeholder engagement. Since early 2024, BPS has opened participation channels for ministries and government agencies to submit inputs. By the end of September 2025, 31 ministries and agencies had actively participated, contributing more than one thousand proposals for code refinement, which were discussed in stages.

Structurally, KBLI 2025 introduces adjustments with an increase in the number of business categories to 22 categories (A–V), compared to 21 categories (A–U) in KBLI 2020. Overall, KBLI 2025 comprises 87 sections, 257 divisions, 519 groups, and 1,560 classes.

KBLI 2025 also accommodates a range of new economic activities, including digital platform services, digital content and the creative economy, carbon trading and storage, renewable energy, as well as improved classifications in the financial services sector.

The update to KBLI 2025 is expected to provide greater certainty and clarity for the continuously evolving forms of economic activity. With a more adaptive and relevant industrial classification, businesses can be recorded more accurately, while the government will have stronger data and statistics to support evidence-based policymaking.

KBLI 2025 will also serve as a primary reference for various statistical activities, including its operational implementation in the 2026 Economic Census, the updating of the Statistical Business Register (SBR), and other official statistics produced by BPS.
