BPS Releases Conversion Table for the Indonesia Standard Industrial Classification (KBLI) 2020–2025

Jakarta, 23 April — Statistics Indonesia (BPS) has issued a conversion table for the Indonesian Standard Industrial Classification (the KBLI) 2025, updating the previous KBLI 2020. The table is designed to keep the two versions aligned and comparable, helping policymakers and businesses transition smoothly ahead of the nationwide rollout of KBLI 2025.
The Chief Statistician of Statistics Indonesia, Amalia Adininggar Widyasanti, explained that the table was developed following a Joint Circular Letter on the implementation of KBLI 2025 adjustments within the risk-based business licensing system. The circular was jointly issued by the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board, the Minister of Law, and the Chief Statistician.
“This conversion table is designed to maintain comparability and to help users track how classifications correspond between KBLI 2020 and KBLI 2025, in both directions,” she explained at a press conference in Jakarta.
KBLI is the national standard used to classify all economic activities in Indonesia, based on the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5. The use of ISIC Revision 5 was recommended by the United Nations Statistical Commission on 11 March 2024.
BPS previously introduced KBLI 2025 on 19 December 2025, following its formal issuance under BPS Regulation No. 7 of 2025 a day earlier. The update reflects global developments, including the expansion of the digital economy and increasing focus on climate-related activities.
On the same occasion, Coordinating Minister for Economic Affairs Airlangga Hartarto noted that new and emerging activities are now covered in KBLI 2025, including artificial intelligence, content creation, and climate-related activities such as carbon capture and storage.
To support the transition, BPS provides the conversion table as a bridge between KBLI 2020 and KBLI 2025. It allows users to match codes across classifications, from broad categories to detailed five-digit business activity codes.
The conversion table includes three main types of changes: direct matches between codes, the split of one code into several more detailed codes, and the merging of several codes into one new code.
KBLI 2025 is scheduled for nationwide implementation no later than 18 June 2026. During the transition period, KBLI 2020 and KBLI 2025 will be used in parallel until the adjustment process is complete.
Amalia emphasized that business licenses issued before the implementation of KBLI 2025 will remain valid. Businesses only need to update their classification through the OSS (Online Single Submission) or AHU (General Legal Administration) systems if there are changes in the purpose, objectives, or scope of their activities.
She added that BPS Regulation No. 7 of 2025, together with the Joint Circular Letter, is intended to provide legal certainty and support a smooth transition for businesses and stakeholders, with all processes integrated through the OSS system to enhance efficiency and accountability.
