ICT Development Index 2025

The Information and Communication Technology Development Index (ICT Development Index) publication is prepared by Statistics Indonesia (Badan Pusat Statistik—BPS) as part of its commitment to providing high-quality, accurate, and relevant statistical data to support national development policymaking, particularly in the field of digital transformation. This publication presents the results of the ICT Development Index using a new methodology based on the latest guidelines issued by the International Telecommunication Union (ITU). The adoption of this methodology represents an effort to align ICT development measurement with evolving international standards. The new methodology places universal connectivity and meaningful connectivity at the core of the index calculation, thereby providing a more comprehensive assessment of ICT development. In addition to reflecting infrastructure availability and service affordability, the index also captures the extent to which ICT is utilized by the population. Accordingly, this publication is expected to serve as a source of information and reference for policymakers, academics, businesses, and the public in understanding ICT development and supporting the formulation and evaluation of policies in the field of digital transformation.
