Abstract

The availability of timely and accurate rice data is a strategic requirement for supporting national food policy formulation, in line with the agenda of agricultural modernization and digital transformation set out in the 2025–2045 National Long-Term Development Plan (RPJPN). However, conventional field survey methods such as the Area Sampling Frame (KSA) and crop-cutting surveys still face operational limitations in terms of time, cost, and spatial coverage, highlighting the need for more efficient methodological approaches. To address these challenges, Statistics Indonesia has developed a Mixed Method that integrates the KSA approach with Earth Observation (EO) data. The development of this method follows a roadmap for the 2023–2027 period, with the ultimate goal of achieving a sustainable and operational implementation. This report describes the development process of the Mixed Method throughout 2025, including the construction of a national-scale paddy growth stage model, evaluation of modeling performance and harvested area estimation, ground check activities, national and international collaborations, additional analyses, and the development of an automated Mixed Method system. The results indicate that the method is able to produce harvested area estimates consistent with the seasonal patterns observed in KSA surveys while reducing reliance on intensive field visits, although further improvements in accuracy and precision across regions are still required.
