Marine Transportation Statistics Estimates Based on the Automatic Identification System (AIS)

In line with the Preliminary Draft of the 2025–2029 Strategic Plan, BPS is striving to modernize its statistics business and support digital transformation by utilizing alternative data sources, including big data, to enrich official statistics. One strategic initiative is utilizing the Automatic Identification System (AIS) as a potential data source to support evidence-based policymaking. As the world's largest archipelagic nation, Indonesia requires maritime transportation data that is accurate, up-to-date, and easily integrated across systems. The real-time recording feature of AIS data covering a wide area provides a significant opportunity to obtain better information on vessel movements and traffic, port activities, and interregional connectivity. This publication was prepared as part of an effort to refine the methodology and improve the quality of maritime transportation statistics data sourced from big data. It includes a roadmap for utilizing AIS data for official statistics, an understanding of business processes related to AIS data processing and port management, and an evaluation of methods for calculating maritime transportation statistics using AIS data. To maintain the accuracy of the calculation results, AIS data is integrated with IHS Maritime data and compared with Inaportnet data from the Ministry of Transportation. We hope this publication will serve as a reference for stakeholders, statistical data providers and managers, academics, and researchers seeking a comprehensive understanding of the use of AIS data for maritime transportation statistics. Furthermore, this publication is expected to strengthen strategic steps in the development of big data-based statistical methodologies and improve data quality to support national development planning and evaluation.BPS expresses its appreciation to all parties who contributed to the preparation of this publication, including relevant ministries/institutions, the technical team, and the experts who provided input.
