Abstract

The Construction Cost Index (CCI) 2025 describes the costliness of construction in each regency/municipality compared to a reference region, which is Surabaya city. The reference region is selected based on the city's index number that is close to the national mean index, considering data completeness, and the accessibility of terrestrial, maritime, and air transportation. CCI in this publication is presented for 38 provinces and 514 regencies/municipalities. Data was obtained through a Survey on Construction Cost Prices, conducted in the third and fourth quarters of 2024 and the first and second quarters of 2025. The survey collected the price of construction materials, heavy equipment rental cost, and wages of construction labor in all regencies/municipalities in Indonesia. The Weight of Construction Cost Index is developed using data from the Bill of Quantity (BoQ), price per unit of analysis book by the Ministry of Public Works and Housing, and realization of the Local Government Budget. CCI 2025 is one of the main components being used in the formulation of the General Allocation Fund in 2026.
