Government Confirms KBLI 2025 Will Not Require New Business Licenses

Jakarta, 26 April — The Government has issued a Joint Circular Letter on the implementation of the Indonesian Standard Industrial Classification (KBLI) 2025 within the risk-based business licensing system. The circular was signed by the Minister of Investment and Downstreaming/Head of BKPM, the Minister of Law, and the Chief Statistician of Statistics Indonesia (BPS). It confirms that the adoption of KBLI 2025 does not require businesses to obtain new licenses.
“Some of the adjustment mechanisms will be carried out automatically through the OSS system, while businesses can also make the necessary updates in line with existing regulations,” said Airlangga Hartarto at a press conference on the Q1 2026 Investment Realization and the implementation of KBLI 2025 in Jakarta on Thursday (23 April).
He noted that the policy is intended to support a smooth rollout of KBLI 2025 and provide clarity for the business community.
In practice, the Minister of Law is responsible for ensuring that KBLI adjustments are integrated through the General Legal Administration system (AHU), so that company data remains legally consistent. Meanwhile, the Minister of Investment and Downstreaming/Head of BKPM oversees the implementation through the Online Single Submission (OSS) system, including updates to business licensing data.
The Chief Statistician, Amalia Adininggar Widyasanti, stated that BPS has prepared a conversion table as a follow-up to the Joint Circular.
“This conversion table is designed to ensure ongoing comparability and to serve as a reference for tracking how classifications correspond across structures, both from KBLI 2020 to KBLI 2025 and vice versa,” explained Amalia Adininggar Widyasanti on the same occasion.
She also emphasized that existing business licenses issued before the implementation of KBLI 2025 will remain valid, and businesses do not need to worry about their licenses becoming invalid. Adjustments through OSS or AHU are only required if there are substantive changes, such as changes to business objectives or scope of activities. If there are no such changes, updates will be carried out automatically by the system.
Under the Joint Circular, no adjustment is needed if the change only involves updating classification codes based on the conversion table without affecting the substance of the business. In such cases, updates are processed automatically through the AHU and OSS systems, without requiring amendments to the company’s articles of association.
The adjustment of KBLI 2025 in both OSS and AHU systems will be completed by the Ministry of Investment and Downstreaming/BKPM and the Ministry of Law no later than 18 June 2026. During the transition period, KBLI 2020 and KBLI 2025 will be used in parallel until all adjustments are finalized.
During this transition, the AHU system will continue to process business entity approvals using KBLI 2020, and the OSS system will continue to handle risk-based business licensing under KBLI 2020. Once the updated classification is fully implemented, both systems will automatically align and update business data in accordance with KBLI 2025.
Previously, on 18 December 2025, BPS issued the KBLI 2025 through BPS Regulation No. 7 of 2025 and officially released it the following day. The update ensures that Indonesia’s economic classification system remains in line with global developments, particularly in digital transformation and climate change mitigation.
“With BPS Regulation No. 7 of 2025 and the Joint Circular on its implementation in place, we now have greater legal certainty as well as a smoother business process. All processes are integrated through the OSS system, making them more efficient and accountable,” concluded the Chief Statistician, Amalia Adininggar Widyasanti.
